North Dakota Senate passes bills on transgender restrictions, birth certificates

(Bismarck, ND) -- The North Dakota Senate is advancing several pieces of legislation that would restrict transgender health care for children, bathroom use, and sports participation.

Supporters say the bills protect fairness in sports, the safety and privacy of women, and the innocence of children. Opponents say the legislation is harmful and discriminates against transgender people.

Some of the bills are headed back to the House for agreement on Senate amendments. All of the bills passed the House and Senate by veto-proof margins.

In the meantime, the State Senate is moving forward with two gender-related bills involving birth certificates.

One bill says a person can't change their sex on a birth certificate. The change can't be made even if the person changes gender later in life. The other bill says that a baby must be listed as either male or female on North Dakota birth certificates, unless the sex can't be determined by organs or chromosomes.
