(Bismarck, ND) -- The Bismarck School District has a staffing shortage that ranges from teachers and custodians to bus drivers. Substitutes intended as back-ups when full time employees are sick are now being used to cover vacant positions.
A district spokesperson told KFYR-TV the staffing problem has been getting worse over the last several years.
