(Bismarck, ND) -- A proposal to require a 60-percent vote to adopt constitutional amendments is not making it on the ballot.

Secretary of State Al Jaeger says the petition effort failed to gather enough valid signatures for the proposal to be placed on the ballot. The proposal would also limit petitions to one subject.

More than five-thousand of the signatures collected were rejected.
