ND Supreme Court Upholds Dismissal Of Civil Suit Over Governor's Executive Powers

(Bismarck, ND) -- The North Dakota Supreme Court has upheld the dismissal of a civil lawsuit that was filed over Governor Doug Burgum's executive orders during the pandemic.  A cosmetologist in Minot, Kari Riggin, had sued Burgum over his executive orders to close certain businesses as the COVID-19 outbreak was spreading last April.  Riggin had been charged with violating one of the governor's orders.  A district court had dismissed Riggin's suit, and since the executive order is no longer in effect, the high court ruled the civil case is moot.
