(Honolulu, HI) -- Hawaii is considering an annual fee for many tourists.

The legislation would require a license for people who want to use state-owned parks, beaches, forests or hiking trails.

Democratic governor Josh Green campaigned on an environmental platform. He and the bill's other supporters think the millions of tourist who visit the islands each year should help pay to maintain the ecosystem.

There are several models under consideration but Green has mentioned a fifty dollar fee to enter the state. Most state parks and trails are currently free but some of the most popular ones already charge visitors.

Opponents think the proposed law would violate the constitution.
