(Fargo, ND) -- Blackouts are cutting oil production in North Dakota. Data released this week shows the state produced around one-million barrels of crude oil per day in February, six percent fewer from the month before. North Dakota Mineral Resources Department Director Lynn Helms said it wasn't a terrible month, but not a good one. The winter storm that swept through Texas is to blame for the lack of production.
